The bridal shower is always held by the maid of honor, and it depends on who you have chosen to be the maid of honor.
Usually brides have their sisters or cousins and best friends as their maid of honor. However, these days it is simply not possible to have a surprise bridal shower without coordinating the event with the bride-to-be.
In a bridal shower, the bride-to-be friends and family take an opportunity to 'celebrate' her just before the wedding. She is showered with gifts and is prepared to start a new life in a new household. If you look back into history, the concept of bridal showers originated from when women ended up marry so-called "unsuitable husbands" and thus, the brides' families basically refused to give a dowry and trousseau to the brides. So, close friends of the bride-to-be and the groom-to-be would then gather together to help the couple out and assist them in setting up their new home. Today, these showers are a time for fun. The bride-to-be is teased and ragged about starting out a new life as a married woman. People, mainly women, converge together to celebrate, eat good food and laugh together. The bride's mother, or the immediate family is still involved in the whole bridal shower process. If it is just an informal kind of set up, usually the maid of honor will pick up the costs, or else the bride, herself, would pool in for the event.
However, it all depends on individual preferences.
